Глубокая интеграция науки, образования и промышленного производства является ключевым фактором для инновационного развития и повышения конкурентоспособности экономики Российской Федерации. Однако этот процесс сталкивается с серьезными правовыми и организационными барьерами, включая разрозненность законодательства, несовершенство механизмов трансфера технологий и слабую мотивацию бизнеса к инвестированию в исследования. Целью данного исследования является системный анализ этих препятствий для разработки научно обоснованных предложений по их преодолению. Для решения поставленной задачи был применен комплексный подход, включающий анализ федеральных и региональных нормативно-правовых актов, внутренних регламентов университетов и данных официальной отчетности. С помощью методов сравнительного и системного анализа были изучены практики взаимодействия в различных регионах России и ключевых отраслях, таких как машиностроение, фармацевтика и IT. Особое внимание уделялось вопросам регулирования интеллектуальной собственности, механизмам коммерциализации и эффективности государственных программ поддержки. Результаты исследования выявили значительные диспропорции в развитии интеграционных процессов. Регионы-лидеры, такие как Москва и Санкт-Петербург, демонстрируют более высокий индекс нормативной согласованности (0.78 и 0.71 соответственно) и лучшие показатели коммерциализации (коэффициент до 0.53). Анализ показал, что эффективность проектов напрямую зависит от отраслевой специфики: IT-сектор характеризуется самой быстрой окупаемостью (рентабельность 19,3%) и коротким циклом разработки (10,5 месяцев), в то время как фармацевтика требует длительных фундаментальных исследований. Установлено, что высокий уровень организационной координации в крупных промышленных предприятиях (индекс 0.82) не всегда гарантирует соблюдение сроков и бюджета. Проведенный анализ доказывает, что для успешной интеграции необходим не точечный, а системный подход, сочетающий совершенствование правовой базы, создание гибких механизмов финансирования и построение эффективных каналов координации. Успех определяется синергетическим эффектом, достигаемым при одновременном развитии всех компонентов системы. Преодоление выявленных барьеров требует разработки адаптивных региональных и отраслевых стратегий, которые позволят сформировать устойчивое партнерство между наукой, образованием и промышленностью и обеспечить технологический суверенитет страны.
Deep integration of science, education, and industrial production is a key factor for innovative development and increasing the competitiveness of the Russian Federation’s economy. However, this process encounters serious legal and organizational barriers, including fragmented legislation, underdeveloped technology transfer mechanisms, and weak business incentives to invest in research. The aim of this study is to conduct a systemic analysis of these obstacles in order to develop scientifically grounded proposals for overcoming them. To address this objective, a comprehensive approach was employed, including analysis of federal and regional regulatory acts, internal university regulations, and official reporting data. Using comparative and systemic analysis methods, interaction practices in various regions of Russia and key industries—such as mechanical engineering, pharmaceuticals, and IT – were examined. Special attention was paid to issues of intellectual property regulation, commercialization mechanisms, and the effectiveness of state support programs. The results of the study revealed significant disparities in the development of integration processes. Leading regions, such as Moscow and St. Petersburg, demonstrate higher indices of regulatory coherence (0.78 and 0.71, respectively) and better commercialization indicators (coefficient up to 0.53). Analysis showed that project efficiency directly depends on industry specifics: the IT sector is characterized by the fastest payback (19.3% profitability) and the shortest development cycle (10.5 months), whereas the pharmaceutical industry requires long-term fundamental research. It was also found that a high level of organizational coordination in large industrial enterprises (index 0.82) does not always guarantee adherence to deadlines and budgets. The conducted analysis proves that successful integration requires not a pinpoint approach but a systemic one, combining the enhancement of the legal framework, the creation of flexible financing mechanisms, and the establishment of effective coordination channels. Success is determined by the synergistic effect achieved through simultaneous development of all system components. Overcoming the identified barriers requires the development of adaptive regional and sectoral strategies that will foster sustainable partnerships among science, education, and industry and ensure the country’s technological sovereignty.
