Настоящая статья посвящена изучению роли интеллектуальной собственности в формировании инновационных экосистем и разработке национальных стратегий развития. Во введении рассматриваются современные тенденции развития инновационного потенциала и значения правовых механизмов защиты интеллектуальных результатов. Обосновано важное место интеллектуальной собственности в создании условий для научных исследований и технологических прорывов, а также подчеркивается ее влияние на конкурентоспособность предприятий на глобальном рынке. Методологическая часть статьи включает применение комплексного подхода, сочетающего аналитический обзор литературы, сравнительный анализ национальных программ поддержки инноваций и эмпирическое исследование эффективности правовых инструментов. В работе использованы методы системного анализа, статистической обработки полученных данных и сравнительного изучения законодательных инициатив в разных странах, что позволило оценить роль правовых норм как ускорителя инновационных процессов. В разделе результатов представлены данные, свидетельствующие о позитивном влиянии активной политики в области интеллектуальной собственности на развитие инновационных экосистем. Выявлены ключевые факторы, способствующие стимулированию инвестиций в НИОКР и взаимодействию между научными центрами и бизнес-средой. Результаты исследования подтверждают гипотезу о том, что четко структурированная система защиты интеллектуальных прав способствует формированию благоприятного инновационного климата и ускоряет трансформационные процессы в экономике. Обсуждение результатов подчеркивает необходимость выработки интегрированных стратегий, учет международного опыта и развития межсекторного взаимодействия. Работа демонстрирует, что интеллектуальная собственность является важным инструментом государственной политики, обеспечивающим баланс между интересами исследовательских организаций, инвесторов и общества в целом. Заключение статьи акцентирует внимание на необходимости дальнейших исследований в области оптимизации правовых механизмов в инновационном секторе и адаптации национальных стратегий к быстро меняющимся глобальным условиям. Дополнительный анализ показывает, что интеграция интеллектуальной собственности в национальные стратегии способствует формированию динамичных инновационных систем, где государства, научные организации и частные инвесторы работают в синергии для достижения высоких технологических стандартов. Установлено, что совершенствование законодательных и нормативных актов приводит к укреплению доверия между участниками инновационного процесса, снижая риски и стимулируя обмен знаниями. Полученные результаты могут быть успешно использованы для разработки рекомендаций по адаптации национальных политик с целью повышения конкурентоспособности экономики в условиях глобализации и цифровой трансформации.
This article is devoted to the study of the role of intellectual property in the formation of innovative ecosystems and the development of national development strategies. The introduction examines current trends in the development of innovation potential and the importance of legal mechanisms for the protection of intellectual property. The importance of intellectual property in creating conditions for scientific research and technological breakthroughs is substantiated, and its impact on the competitiveness of enterprises in the global market is emphasized. The methodological part of the article includes the application of an integrated approach combining an analytical review of the literature, a comparative analysis of national innovation support programs and an empirical study of the effectiveness of legal instruments. The paper uses methods of system analysis, statistical processing of the data obtained and comparative study of legislative initiatives in different countries, which allowed us to assess the role of legal norms as an accelerator of innovation processes. The results section presents data indicating the positive impact of active intellectual property policies on the development of innovative ecosystems. The key factors contributing to stimulating investment in R&D and the interaction between research centers and the business environment have been identified. The results of the study confirm the hypothesis that a well-structured system of intellectual property rights protection contributes to the formation of a favorable innovation climate and accelerates transformational processes in the economy. The discussion of the results highlights the need to develop integrated strategies, take into account international experience and develop intersectoral cooperation. The work demonstrates that intellectual property is an important tool of public policy, ensuring a balance between the interests of research organizations, investors and society as a whole. The conclusion of the article focuses on the need for further research in the field of optimizing legal mechanisms in the innovation sector and adapting national strategies to rapidly changing global conditions. Additional analysis shows that the integration of intellectual property into national strategies contributes to the formation of dynamic innovation systems where governments, scientific organizations and private investors work in synergy to achieve high technological standards. It has been established that the improvement of legislative and regulatory acts leads to increased trust between participants in the innovation process, reducing risks and stimulating knowledge exchange. The results obtained can be successfully used to develop recommendations for adapting national policies in order to increase the competitiveness of the economy in the context of globalization and digital transformation.
