В данной статье рассматривается потенциал блокчейн-технологий как инструмента повышения прозрачности управления общественными ресурсами и их влияние на уровень доверия к демократическим институтам, что обосновано современной необходимостью реформирования государственных процессов. Исследование оформлено по структуре IMRAD, что позволяет последовательно осветить все этапы научного поиска: от формирования гипотезы до анализа полученных данных. Во введении обосновывается актуальность проблемы: в условиях кризиса доверия к публичной власти и возрастающих случаев коррупционных проявлений традиционные методы управления общественными ресурсами уже не отвечают требованиям современного общества. Блокчейн-технологии, благодаря своей неизменности записи и децентрализованности, рассматриваются как возможное средство модернизации системы государственного управления. В разделе методов излагается методологическая база исследования, включающая сравнительный анализ традиционных и инновационных методов управления, моделирование процессов распределения ресурсов на основе блокчейна, а также проведение эмпирических экспериментов и кейс-стади. Собранные статистические данные анализировались с использованием современных инструментов обработки информации, что позволило оценить эффективность предложенных решений. Результаты исследования демонстрируют, что внедрение блокчейн-технологий приводит к значительному повышению прозрачности управления, снижению уровней коррупции и увеличению эффективности распределения общественных ресурсов. Полученные данные свидетельствуют о положительном влиянии цифровой трансформации на доверие граждан к государственным институтам, поскольку повышенная открытость процессов способствует лучшему контролю и участию населения в управлении. В обсуждении приводятся выводы о необходимости институциональных изменений для полноценного внедрения блокчейна в государственную систему. Анализируются перспективы и потенциальные риски, связанные с переходом на новые технологии, и выдвигаются рекомендации по совершенствованию законодательной базы и обеспечения информационной безопасности. This article examines the potential of blockchain technologies as a tool to increase transparency in the management of public resources and their impact on the level of trust in democratic institutions, which is justified by the current need to reform government processes. The research is structured according to the IMRAD structure, which allows us to consistently highlight all stages of scientific research: from the formation of a hypothesis to the analysis of the data obtained. The introduction substantiates the urgency of the problem: in the context of a crisis of trust in public authorities and increasing cases of corruption, traditional methods of managing public resources no longer meet the requirements of modern society. Blockchain technologies, due to their immutability of record and decentralization, are considered as a possible means of modernizing the public administration system. The methods section outlines the methodological basis of the study, which includes a comparative analysis of traditional and innovative management methods, modeling of resource allocation processes based on blockchain, as well as conducting empirical experiments and a case study. The collected statistical data was analyzed using modern information processing tools, which made it possible to evaluate the effectiveness of the proposed solutions. The results of the study demonstrate that the introduction of blockchain technologies leads to a significant increase in management transparency, a reduction in corruption levels and an increase in the efficiency of the allocation of public resources. The data obtained indicate the positive impact of digital transformation on citizens' trust in government institutions, as increased openness of processes contributes to better control and public participation in governance. The discussion draws conclusions about the need for institutional changes for the full implementation of blockchain in the public system. The prospects and potential risks associated with the transition to new technologies are analyzed, and recommendations are made to improve the legislative framework and ensure information security. Thus, the article highlights the importance of innovation in increasing the transparency of public administration and strengthening democratic foundations, which is an important step towards a modern digital economy.
