Legal aspects of regulation of artificial intelligence as a factor of sustainable development of society and technological progress

Abstract

This article examines the legal aspects of regulating artificial intelligence as an important factor in the sustainable development of society and technological progress. The introduction substantiates the relevance of the topic: the rapid development of AI technologies entails the need to create and improve a regulatory framework capable of protecting the interests of citizens and at the same time stimulating innovative development. The author emphasizes the importance of harmonizing national legislation with international standards for effective regulation of a dynamically developing industry. The methodological part of the study includes a comprehensive analysis based on the comparative method, as well as the study of judicial practice and regulatory documents at both national and international levels. Qualitative and quantitative analysis has shown that there are significant gaps in existing legislation, insufficient consistency of legal norms and contradictory approaches to AI regulation. These methods have made it possible to identify the relationship between the level of regulation of technologies and the level of their implementation in various spheres of public life. The results section presents the main conclusions of the study: it has been established that the modern legislative framework is not fully capable of responding to the challenges associated with the rapid development of AI, and requires adaptation to new realities. The analysis showed that insufficient regulation can lead to legal conflicts, while excessive government intervention slows down innovation processes. The results demonstrate that balanced regulation contributes to the sustainable development of society, stimulates scientific and technological progress and contributes to socio-economic stability. In the discussion, the author offers recommendations for improving the regulatory framework: strengthening cooperation between government agencies and the private sector, developing principles of flexible, dynamic regulation, as well as implementing mechanisms to monitor human rights in the digital environment. Thus, the article makes a significant contribution to the development of legal theory in the field of AI and serves as a basis for further research in the field of regulation of high-tech industries.
