Urban planning analysis as a determinant of the efficiency of architectural and urban design and integrated territorial development

Abstract

The study reveals the role of pre-design urban planning analysis as a key factor determining the integral efficiency of architectural and urban design and integrated territorial development projects in the context of accelerating urbanization and increasing pressure on urban systems. The aim of the work is to provide empirical justification for the relationship between the depth and quality of the analytical stage and the final economic, social, and environmental outcomes of project implementation. The methodological framework is based on a systemic structural approach and combines comparative analysis, statistical data processing, correlation-regression and factor methods, expert evaluation, as well as simulation modeling of spatial processes in a geographic information system environment. The empirical base includes materials from forty integrated territorial development projects implemented in seven subjects of the Russian Federation between 2015 and 2023, official statistical data, regulatory and methodological documents, as well as the results of sociological surveys of residents and user-generated content analysis. The projects were divided into two groups according to the depth of urban analysis, which made it possible to compare economic deviations from estimated costs, parameters of social infrastructure provision, and indicators of environmental sustainability. It was found that with comprehensive analysis, including transport modeling, socio-demographic forecasting, assessment of insolation, aeration, and recreational potential, the average deviation of actual costs from planned estimates decreases to a few percent, whereas under a formal approach, budget overruns reach about one third. In the social sphere, detailed analysis of the future population structure ensures almost complete compliance with the normative demand for places in preschool institutions, while averaged calculations lead to a persistent deficit exceeding one quarter of the required volume. Correlation analysis revealed a significant positive relationship between the quality of individual analytical blocks and the proportion of green spaces, as well as other indicators of ecological balance. Based on normalized economic, social, and environmental sub-indices, an integral indicator was formed, demonstrating a significant advantage of projects grounded in in-depth urban planning analysis. The necessity of institutionalizing the analytical stage through updated regulatory requirements and the development of digital modeling tools is discussed, as this is seen as a prerequisite for enhancing the predictability of outcomes and the sustainability of urban development.
