Abstract

The article examines the intangible cultural heritage of national minorities in Heilongjiang Province (Manchus, Koreans, Hezhe, Oroqen, and Evenks) as a «living matter» of social memory, whose sustainability is determined not only by protection regimes but also by the quality of intercultural transmission of meanings in the context of global mediatization and unification. The analytical focus is shifted from descriptive fixation of practices to identifying mechanisms of their reception by external audiences and developing transnational strategies based on empathetic communication, understood as a sociocultural mechanism of co-experiencing the experience of the «Other» and overcoming exoticization. The interdisciplinary framework unites cultural anthropology, semiotics, and communication theory; field observations in areas of compact residence of minorities (2018-2023), in-depth interviews with tradition bearers and experts, as well as content analysis of digital media products oriented towards foreign segments using discourse analysis to identify hidden representational attitudes, were employed. It is shown that dominant models of external presentation often reproduce «museumification» and tourist folklorism, reducing the sacred and ecological codes of traditions to attractions and thereby impoverishing their ontological load. A typology of heritage forms by communicative valence (oral traditions, performing practices, crafts, and knowledge about nature) is proposed with demonstration of the gap between internal meanings and external media formats. Strategies for anthropologization of the narrative (personal stories of bearers), sensory immersion (VR/AR, soundscapes, interactive formats), and value resonance (ecology, continuity, spiritual search) are substantiated, emphasizing the priority of self-representation by communities. The evolution of legal regulation in the PRC is noted amid persistent risks of standardization and ideological narrativization reducing trust from external audiences; applied guidelines for cultural institutions towards dialogic and participatory practices and strengthening communities' rights to control representation in the international space are outlined.
