Development of a comprehensive system of indicators for the sustainable development of regional economic complexes in the context of an innovative economy

Abstract

The article discusses the methodology for developing a comprehensive system of indicators to assess the sustainable development of regional economic complexes in the context of the transition to an innovative economy. The authors emphasize that traditional approaches do not sufficiently take into account the dynamics of technological change and the need to adapt to new global challenges. The main problem is to create a universal but flexible system of indicators that can objectively reflect the specifics of diverse regions, from industrial clusters to agricultural zones and digital technology centers. The research methodology is based on the integration of four interrelated blocks of indicators: economic (efficiency, diversification, innovation activity), social (quality of life, education, healthcare), environmental (resource consumption, pollution, green technologies) and institutional (quality of governance, legislative environment, public participation). Special emphasis is placed on the development of adaptive data collection and comparison mechanisms that take into account differences in the sectoral structure and resource base of territories. For this purpose, it is proposed to combine a standardized methodological framework with adjusted regional components. The key results include substantiation of a set of specific indicators of innovation potential: the level of technological entrepreneurship development, the state of innovation infrastructure (technoparks, venture funds), R&D volumes, SME activity in high-tech sectors, and the quality of human capital. The authors prove the critical role of social factors (education, trust, mobility) and environmental priorities (circular economy, energy efficiency) as drivers of long-term sustainability. The need to take into account the contribution of creative industries and local initiatives is emphasized, as well as the importance of integrating regional data into international monitoring systems (for example, the UN goals). The conclusions of the article indicate that an effective indicator system should not be a static tool, but a dynamic platform for strategic planning. It requires regular updates, taking into account technological trends (digitalization, AI) and providing feedback between government, business, science and society. Successful implementation of the concept is possible only if the efforts of all stakeholders are coordinated, adequate funding is provided, and indicators are adapted to the unique conditions of each region while maintaining generally recognized sustainability criteria.
