Assessment of the effectiveness of regional support measures for sports federations and clubs in highly competitive conditions in Moscow and the Moscow Region

Abstract
The article examines the effectiveness of measures to support sports federations and clubs in the regions of Russia operating in conditions of high competition from the sports sector of Moscow and the Moscow region. The main focus is on identifying key factors hindering the development of regional sports and analyzing tools that can offset the advantages of the metropolitan region. The authors consider in detail a set of measures, including infrastructure development (construction and modernization of facilities), financial mechanisms (grants, subsidies, tax incentives for sponsors), personnel policy (training and advanced training of coaches, involvement of experts), as well as strategies for marketing, branding and popularization of sports. The study is based on an analysis of current practices and challenges faced by regional sports organizations. The methodology includes a comparative analysis of conditions in the capital and other regions, an assessment of the support tools used and their impact on key indicators: an increase in sports results, an increase in the number of students, attracting investments, and a social effect. Special attention is paid to problems such as the outflow of talented athletes and coaches to the capital, bureaucratic barriers, duplication of projects and uneven financing. The results of the study indicate the need for an integrated approach adapted to the specifics of the region. It has been revealed that the most effective strategies are those that combine infrastructure development (including the creation of sports clusters), support for mass and youth sports, the formation of sustainable partnerships with businesses (through benefits and PR), the introduction of digital platforms for coordination, as well as thoughtful branding and information support. The importance of systematic monitoring of results and strategic planning for the long term is emphasized. The authors conclude that the success of regional sports policy depends on the coordinated interaction of government authorities, sports organizations, businesses and educational institutions, as well as on taking into account local traditions and social demands.
