Abstract

This article is devoted to the study of legal barriers and incentives affecting the development of green innovations in the context of the global climate agenda, and is structured according to the model. The Introduction section substantiates the relevance of the problem: climate change, which requires the integration of environmentally friendly technologies, sets the task for the scientific community and regulators to analyze the mechanisms of legal support for green innovations. The objectives of the study are also formulated here, including identifying existing legislative obstacles and evaluating the effectiveness of legal incentives to promote sustainable technologies. The methodological part of the work describes the application of an integrated approach, including a comparative analysis of national and international regulatory documents, an expert survey of industry representatives and an analysis of empirical data. The article uses legal, economic and sociological methods, which allowed to obtain a comprehensive understanding of the current situation and identify patterns in the impact of legal regulation on the development of green innovations. The main results of the study demonstrate that a significant proportion of legal acts still do not meet the requirements of the modern climate agenda, which leads to uncertainty in the business environment and hinders the rapid implementation of innovative solutions. However, positive trends have also been identified: some legal measures, such as tax incentives and government subsidies, help attract investments in environmentally friendly technologies. There has also been an increase in initiatives aimed at harmonizing national standards with international environmental standards, which opens up prospects for more active cooperation at the global level. In the Discussion section, the authors analyze the data obtained, comparing them with the results of similar studies in other countries, and emphasize the need to improve legal instruments to support green innovation. The article provides recommendations on legislative reform aimed at creating a favorable environment for the introduction of environmentally sustainable technologies at all levels of government. Thus, the conducted research makes a significant contribution to understanding the role of legal regulation in ensuring the transition to a green economy and shaping sustainable development in the context of global climate challenges.
