Organization of the activities of the head of the operational management body in special conditions

Abstract

The article is devoted to the organization of the activities of the head of the operational management body in special conditions requiring increased adaptability, operational decision-making and risk management. Within the framework of the structure, the study reveals the key aspects of effective leadership in extreme situations such as natural disasters, man-made accidents and military conflicts. The introduction substantiates the relevance of the topic, highlights the complexity of management in conditions of uncertainty, including the need to balance between strategic goals and tactical objectives. The section "Materials and methods" describes approaches to the analysis of applied research, the regulatory framework, as well as methods for adapting management strategies to the specifics of threats. The tools of technology integration, team dynamics formation and stress management are considered. The results of the study demonstrate the importance of legal competence of the head, the use of information systems for data processing and ensuring continuity of communication in conditions of limited resources. Special attention is paid to the role of the psychological climate in the team, staff motivation and conflict prevention. The discussion highlighted the need for an ethical approach to decision-making, continuous staff training, and the development of backup action plans. The authors also emphasize the importance of interacting with external structures and adapting international experience to local conditions.
