Abstract

This article analyzes the impact of modern legal mechanisms on stimulating technological innovation in the context of the digital transformation of the economy. The introduction substantiates the relevance of the problem: in an era of rapid digital change, the stability and effectiveness of economic processes largely depend on the quality of legal regulation that can adapt to the challenges of globalization and emerging technologies. The authors emphasize that legal instruments should not only ensure predictability and protection of the rights of market participants, but also create a favorable environment for innovative initiatives. The methodological basis of the research is based on an integrated approach, including a comparative analysis of legislation in various jurisdictions, a case study of the implementation of innovative projects and empirical surveys of experts in the field of legal regulation and digital technologies. This interdisciplinary approach allows us to consider the problem from different angles and identify the key factors contributing to an effective stimulator of technological progress in the digital economy. The results of the study demonstrate that the flexibility and adaptability of legal norms directly affect the speed and scale of innovation processes. In particular, it was revealed that the harmonization of national legislation with international standards contributes to the creation of a favorable investment climate, reduces legal risks and stimulates entrepreneurial activity in high-tech industries. In addition, the analysis shows that innovative platforms and digital management tools significantly facilitate the process of monitoring and ensuring compliance with regulatory requirements. In the discussion, the authors formulate recommendations for government agencies and the business community aimed at improving the legal framework in the field of digital transformation. It is proposed to strengthen the interaction between regulators and representatives of the private sector, as well as to use modern information technologies to promptly update regulatory documents. Thus, the article contributes to the development of the theoretical foundations of the legal regulation of the digital economy and serves as a practical guide for the development of innovative strategies in the context of global technological change.
